Unincorporated
neighborhoods located between
Tustin and the east side of the City of Orange. Mix of housing but generally
upscale. Many view homes built mainly on gentle hills. But much of the housing
is located on flat or fairly flat land. www.mccormacks.com
Generally
served by Tustin district schools; scores all over the place but many in the 80th
and 90th percentile, the top 20 percent in state. See Schools.
The FBI
doesn’t track unincorporated towns but high-income neighborhoods generally have
low crime.
The 2000
census counted 24,044 residents living in 8,300 housing units, about 93 percent
of them single homes, owner occupied. The 1990 census showed the same numbers.
Median age of residents is 42, a little old. About 28 percent of town is under
age 21.
The
housing spurt started in the 1950s when about a third of all homes were
constructed and peaked in the 1960s when almost 36 percent of the homes went
up. Some infilling going on but the days of big-scale building are over
although thousands of homes are being constructed in nearby Irvine, Tustin and
east Orange.
Meandering
streets. Cul-de-sacs. Many trees. Country feeling. Up on the hills, some
knockout homes, opulent. Here and there horse ranches and little orchards.

The most
popular home: the large one-story rancher. Wood shingled. But two stories are
fairly common. Scattered around the neighborhood you'll find colonials, custom
homes and “executive” homes with slate facades. Many three-car garages.
Majority of homes have four-plus bedrooms.
In
commuting, many residents use Interstate 5. A toll highway, Eastern Corridor,
speeds travelers to Anaheim and to Riverside and San Bernardino counties.
The
neighborhoods differ from one another. Cowan Heights is more upscale than Red
Hill. But generalizations easily can mislead. Because they are unincorporated,
these neighborhoods have no legal boundaries and flow into one another. Adding
to the confusion, some places have a Santa Ana address, some a Tustin. The
census lumps them all under the heading, Tustin Foothills, a designation that
doesn’t show up on maps.
To reach
these neighborhoods take 17th Street east out of Santa Ana or Red Hill Avenue
north out of Tustin.
